Property rights and groundwater management in the High Plains Aquifer

Groundwater is an important natural resource that needs to be managed dynamically. Ideally, institutions governing property rights to the groundwater of low-recharge aquifers should not discourage or disincentivize groundwater users from dynamic management. We develop an empirical model to examine whether agricultural groundwater users faced with prior appropriation property rights to groundwater in western Kansas exhibit dynamic, forward-looking behavior consistent with dynamic management. We find that although farmers are allotted a time-invariant maximum amount of groundwater that they can extract each year, they still behave in a manner consistent with dynamic management. Their groundwater extraction decisions are not significantly affected by the quantity they are authorized to extract, but are instead affected by expected future crop prices, expected future energy prices, and groundwater extraction by neighbors. Our results provide evidence that farmers manage their groundwater resource dynamically, even if their property rights do not necessarily encourage or incentivize them to do so.

Decision Support Systems in Marketing

The practical application of decision support systems in marketing is still in its infancy, even though academic research has been recommending the use of such systems for years. This is largely due to the lack of a single, generally applicable decision support system. The specific requirements and problems of management are too dissimilar to make the development of one universal decision support system feasible. However, improved PC performance, enhanced market survey methods such as conjoint measurement, and further developed programming tools permit the varying requirements to be fairly flexibly met. The following article describes state-of-the-art know-how regarding the practical utilization of such systems, and addresses the preconditions for employing them. We have included many examples gathered from our own experience with numerous applications.     

从税收博弈看我国的税制优化

通过设计一个理想的不完全信息静态的税收博弈模型可以推导出，博弈最终均衡解的取得依赖于政府选择的税收制度是否最优，因而我国进行第三次税制改革势在必行。借鉴“最适课税理论”，我国税制改革应注意税收立法程序中参与人之间的博弈，税制结构优化，税收负担的优化，中央税与地方税的协调优化等问题。     

基于粒子群算法的证券组合投资模型的研究

从证券组合模型的概念,给出证券组合多目标决策模型。并用模糊优选法将证券组合多目标优化转化为单目标优化。同时,重点描述了粒子群算法,并采用自适应变异的粒子群算法对证券组合投资模型进行求解,最后编程实现证券组合模型的最优解,试验结果表明此方法取得了较好的效果。     

关于优化我国政府级次的构想

我国是世界上政府层级最多的国家,设有中央、省(自治区、直辖市)、市(自治州、地区)、县(自治县、市)、乡(民族乡、镇)五级政府。随着构建公共行政、程序行政和责任行政为主体的"服务型"政府管理体制改革的推进,这种"金字塔"型的政府级次的弊端越来越明显,减少中间层次,扩大管理幅度,构建扁平化的政府级次势在必行,即将五级政府扁平化为中央政府、省政府和基层政府的三级政府。     

金融结构理论对我国金融结构调整优化的启示

R.W.戈德史密斯的金融结构理论是西方金融理论中的重要流派。该理论分析了决定金融发展的因素、金融结构与金融发展对经济增长的引致效应以及各国金融发展中的普遍规律性趋势。戈德史密斯认为,金融发展的实质就是金融结构的变化,金融相关比率是衡量金融结构演变程度最重要的数量指标;世界上存在一条主要的金融发展道路,在这条道路上,金融结构的变化呈现出一定的规律性。金融结构理论的研究方法和基本框架对我国金融结构调整和结构优化具有重要启示。
